(AP) ? Books and bits united Monday as Microsoft provided an infusion of money to help Barnes & Noble compete with top electronic bookseller Amazon. In exchange, Microsoft gets a long-desired foothold in the business of e-books and college textbooks.

Microsoft Corp.'s $300 million investment sent Barnes & Noble Inc.'s stock zooming up $9.15, or 67 percent, to $22.83 in early afternoon trading. The opening price of $26 was a three-year high. Microsoft's stock rose 2 cents to $32.

The two companies are teaming up to create a subsidiary for Barnes & Noble's e-book and college textbook businesses, with Microsoft taking a 17.6 percent stake.

The deal gives Barnes & Noble ammunition to fend off shareholders who have agitated for a sale of the Nook e-book business or the whole company, but the companies said Monday that they are exploring separating the subsidiary, provisionally dubbed "Newco," entirely from Barnes & Noble. That could mean a stock offering, sale or other deal.

The deal also puts to rest concerns that Barnes & Noble doesn't have the capital to compete in the e-book business with market leader Amazon.com Inc. and its Kindle, said analyst David Strasser at Janney Capital.

For Microsoft, the investment means that it will own part of a company that sells tablet computers based on Google Inc.'s Android, one of the main competitors of Windows Phone 7, Microsoft's smartphone software.

Microsoft also said the deal means that there will be a Nook application for Windows 8 tablets, set to be released this fall. The app is likely to get a favored position on Windows 8 screens.

There's already a Nook application for Windows PCs, but none for Windows phones.

William Lynch, the CEO of Barnes & Noble, said Nook software will continue to be available on devices like the iPhone that compete with Windows Phone.

He declined to say whether it was Barnes & Noble or Microsoft that initiated the discussions, but he said the talks had been going on since before the beginning of the year.

"We have been circling the relationship for quite a long time," added Microsoft president Andy Lees. "When you think of different types of reading and what's going to happen when that goes digital, it's really quite dramatic to be bringing that to Windows customers."

The Nook has pleasantly surprised publishers, who worry about Amazon.com's domination of the e-market. Unveiled to skeptical reviews in 2009, the Nook is estimated to account for about 25 percent of the U.S. e-book market. The Nook helped to cut Amazon's share from what was believed to be 90 percent to around 60-65 percent. David Pogue in The New York Times called the initial device "an anesthetized slug," but praised the new Nook Simple Touch as a "very big deal" that offers "spectacular, crisp pages to read in any light."

Barnes & Noble investors have also been concerned about the recent government lawsuit against Apple and some leading publishers over alleged price fixing. When Apple launched its iPad in 2010, Simon & Schuster, Penguin Group (USA) and other publishers switched to an "agency" model that allowed publishers to set prices for e-books, a system many believe helped Barnes & Noble.

Amazon.com had been offering top-selling e-books for $9.99, a cost publishers, agents and writers believed was so low it could drive competitors out of business. Three of the five publishers sued? Simon & Schuster, HarperCollins and the Hachette Book Group ? have already agreed to settle, meaning prices for their e-books likely will again drop on Amazon.

Microsoft has a long-standing interest in the e-book field. It launched e-book software in 2000, but was never able to build a substantial library of books. It's discontinuing the software on Aug. 30.

Barnes & Noble, based in New York, currently runs 691 bookstores in 50 states. The companies said that the subsidiary will have an ongoing relationship with Barnes & Noble's retail stores, but what that relationship will be is unclear.

"The whole reason the Nook business is expanding so rapidly is because bookstores are committed to it and know how to market the product in that environment," said Michael Norris, an analyst at Simba information.

The possibility of a separation of Barnes & Noble's digital and college businesses has been brewing.

In January, Barnes & Noble said it was considering options for its Nook business, including possibly spinning it off or expanding overseas, and said it expected the review to be complete by the end of the year.

And in March, private investment firm G Asset Management, a Barnes & Noble shareholder, offered $460 million for a 51 percent stake in the company's college bookstore unit, Barnes & Noble College Booksellers LLC.

Under that plan, the college bookstore unit was proposed to begin as a private business but become public within a "reasonable" amount of time. G Asset's offer was contingent upon Barnes & Noble keeping current management in place and separating its Nook e-business from the rest of the company. At the time the offer was made, Barnes & Noble declined to comment.

In 2009, Barnes & Noble Inc. bought the college bookstore unit from Chairman Leonard Riggio in a deal worth $596 million. The deal ended up costing Barnes & Noble $460 million after accounting for the unit's cash on hand at the closing date.

UMW Graduates Receive Fulbright Scholarships | News and Public ...

Eric Halsey (right) and Peter Wingrove are recipients of 2012-2013 Fulbright grants

University of Mary Washington graduates Eric Halsey and Peter Wingrove have been selected to receive U.S. Fulbright grants for 2012-2013. They become the ninth and 10th students, respectively, to receive the prestigious awards in the university?s history.

?The Fulbright committee is extremely proud of Eric and Peter?s accomplishments and wish them well in all their future pursuits,? said Nabil Al-Tikriti, associate professor of history. ?Mary Washington has now had eight winners in the past five years, and looks forward to several more in the future.?

Eric Halsey

Through the Fulbright, Eric Halsey will study nationalism theory and Balkan history at Sofia University in Bulgaria. He will work with the history department at the university to research the policies of Alexander Stambolinski?s government from 1919 to 1923 and will take intensive Bulgarian language courses.

Halsey, a native of Herndon, Va., currently is a student at Central European University in Budapest and plans to earn a master?s in nationalism in June.

Halsey graduated from Mary Washington in August 2011 with a double major in history and political science. While at Mary Washington, he participated in the policy debate team, worked at the Speaking Center and interned at Genocide Watch. He was a visiting student at the American University of Bulgaria from 2009 to 2010.

?While studying at the American University in Bulgaria I traveled extensively throughout the Balkans to places like Albania, Kosovo, Bosnia, Montenegro, Serbia, Macedonia and Croatia,? he said. ?In these places I saw history as I never had before and I was confronted with it in ways I had never imagined.?

After his Fulbright year, Halsey hopes to begin a Ph.D. program in history.

Peter Wingrove

The Fulbright scholarship will enable Herndon, Va., native Peter Wingrove to study and conduct research for nine months at the Pozna? University of Economics in Pozna?, Poland. His research will explore the relationship between the euro and the zloty, Poland?s national currency, with a focus on the impact of the global recession.

?The last few years have been a period of tremendous upheaval across the world, and economically, none more so than in Europe,? he explained. ?Poland has weathered this crisis uniquely well and presents a number of interesting research opportunities as a case study.?

Wingrove, who graduated in 2011 with an economics degree, is a volunteer at Moss Free Clinic and a member of Phi Beta Kappa, a national scholastic honor society. During his time at Mary Washington, he served as treasurer of Students Helping Honduras, co-president of the Economics Club and was a member of Omicron Delta Epsilon, the economics honor society.

Collision suspected in yacht mishap that killed 3

LOS ANGELES (AP) ? A yacht racing off the coasts of California and Mexico apparently collided with a much larger vessel, killing three crew members and leaving one missing, a sailing organization said early Sunday.

The Newport Ocean Sailing Association was hosting the 125-mile Newport, Calif. to Ensenada, Mexico yacht race when the collision occurred late Friday or early Saturday several miles off the coast near the border.

"An investigation was continuing, but it appeared the damage was not inflicted by an explosion but by a collision with a ship much larger than the 37-foot vessel," association spokesman Rich Roberts said in a news release early Sunday.

Three crew members of a sailboat were found dead and a search was under way early Sunday for a fourth, in the state's second ocean racing tragedy this month.

Coast Guard boats and two aircraft as well as Mexican navy and civilian vessels were searching for the missing crew member.

Other yachts near the Coronado Islands in Mexico reported seeing debris Saturday morning. Searchers in the afternoon found the bodies and debris from the Aegean, whose home port is Redondo Beach, Coast Guard Petty Officer Henry Dunphy said

Two of the dead were recovered by a civilian boat, while the third was found by a Coast Guard helicopter.

The Coast Guard said earlier that it hadn't determined what happened to the sailboat.

Dunphy said conditions were fine for sailing, with good visibility and moderate ocean swells of 6-to-8 feet.

A total of 210 boats were registered in the 65th annual yacht race, according to the Newport Ocean Sailing Association's website. It wasn't immediately clear how many finished.

The association's commodore, reached by phone in Ensenada, told The Associated Press that he didn't know the members of the Aegean or how many people were aboard.

"This has never happened in the entire 65 years of the race that I'm aware of," Chuck Iverson said. "We're all shocked by this whole event."

The names of the dead were not released pending notification of next of kin.

The Coronado Islands are four small, largely uninhabited islands about 15 miles south of San Diego.

The deaths come two weeks after five sailors died in the waters off Northern California when their 38-foot yacht was hit by powerful waves, smashed into rocks and capsized during a race.

Three sailors survived the wreck and the body of another was quickly recovered. Four remained missing until one body was recovered last Thursday.

The deadly accident near the Farallon Islands, about 27 miles west of San Francisco, prompted the Coast Guard to temporarily stop races in ocean waters outside San Francisco Bay.

The Coast Guard said the suspension will allow it and the offshore racing community to study the accident and race procedures to determine whether changes are needed to improve safety. U.S. Sailing, the governing body of yacht racing, is leading the safety review, which is expected to be completed within the next month.

The Aegean is owned by Marina Sailing, a Southern California sailing club that rents the sailboat for $325 per day. An call to the club was not immediately returned Saturday night.

WHITE PLAINS, NY April 30, 2012 Two scientists who have revolutionized the understanding of skin biology, creating crucial advances in treating skin cancers and other diseases as well as severe burns, have been chosen to receive the 2012 March of Dimes Prize in Developmental Biology.

Howard Green, MD, George Higginson Professor of Cell Biology, Department of Cell Biology, Harvard Medical School, and Elaine Fuchs, PhD, Rebecca C. Lancefield Professor, Laboratory of Mammalian Cell Biology & Development, Howard Hughes Medical Investigator, Rockefeller University, will share this year's prize.

Their work pioneered innovative technologies that explain the molecular underpinnigns of skin stem cells and inherited skin disorders, including cancers and some birth defects.

"Taken together, the research of Dr. Green and Dr. Fuchs has expanded medicine's ability to diagnose and understand the basis of many skin disorders, from cancer to inherited disorders to severe burns," said Joseph Leigh Simpson, MD, senior vice president for Research and Global Programs at the March of Dimes. "Their work has saved the lives of thousands of burn patients and we hope their work with skin stem cells will lead to new ways to prevent and treat birth defects."

Dr. Green and Dr. Fuchs have worked closely together. Dr. Fuchs is a former postdoctoral fellow in Dr. Green's lab, and throughout their careers they shared their scientific findings. Many of their findings have been translated into specific treatments.

Dr. Fuchs uncovered the genetic basis of blistering skin diseases and deciphered the characteristics of skin stem cells that allow them to develop into distinct tissues and organs. She also pioneered the use of reverse genetics, which studies protein functions and then determines what diseases occur when the proteins malfunction. She studies how skin stem cells become activated to form hair and skin, how they adapt to heal wounds, and how mutations in the activation process can lead to skin cancers, such as pilomatrichomas and squamous cell carcinomas. Her pioneering work holds promise for possible therapies for baldness.

Dr. Green, considered a founding father of regenerative medicine, developed a permanent skin restoration treatment that has saved the lives of thousands of burn victims. He previously developed the first therapeutic use of cells grown in a lab. His worked laid the foundation for the discovery of genes that are responsible for genetic skin defects. He discovered that hybrid human and mouse cells lost their human chromosomes, leading to the methods used today for gene mapping.

Dr. Green and Dr. Fuchs will receive the Prize at a gala black-tie dinner and ceremony at the Fairmont Copley Plaza. They will deliver the Seventeenth Annual March of Dimes Prize Lectures at the Hynes Convention Center during the Pediatric Academic Societies annual meeting. CBS sportscaster Greg Gumbel, member of the March of Dimes national Honorary Board of Trustees, will host the award ceremony.

Individuals who receive the March of Dimes Prize are leaders in the field of developmental biology. Their pioneering research offers hope for prevention and treatments for some of the most serious birth defects and other human diseases.

The March of Dimes Prize in Developmental Biology has been awarded annually since 1996 to investigators whose research has profoundly advanced the science that underlies the understanding of birth defects. The March of Dimes Foundation created the Prize as a tribute to Dr. Jonas Salk shortly before his death in 1995. Dr. Salk received Foundation support for his work to create a polio vaccine. The prize is a cash award of $250,000 and a silver medal in the design of the Roosevelt dime, in honor of President Franklin D. Roosevelt, who founded the March of Dimes.

In its 17-year history, the March of Dimes Prize in Developmental Biology has been the crowning glory of a distinguished research career or a stepping stone on the path toward future honors for researchers. In fact, five past March of Dimes Prize recipients have gone on to win a Nobel Prize.

Opera awards go to Peter Sellars and 4 singers

NEW YORK (AP) ? Director Peter Sellars has won a special award along with four of the world's best singers.

On Sunday, the prestigious Opera News Awards went to the American theater whiz, and to Russian baritone Dmitri Hvorostovsky, German soprano Anja Silja, Swedish baritone Peter Mattei and Finnish soprano Karita Mattila.

Sellars says he "took the starch out of the Bugs Bunny version of opera" ? with productions like the wrenching story of how the nuclear bomb was created in composer John Adam's Grammy award-winning "Dr. Atomic."

With his trademark hair shooting straight up, Sellars accepted the award at Manhattan's Plaza hotel.

"Nothing in my life prepared me for this ballroom," the Pittsburgh native deadpanned to the bejeweled fans, including Princess Madeleine of Sweden.

For the seventh year, the opera magazine honored stars of an art form that still expresses today's emotions, "here and now," says the director who once set Wagner in an abandoned American Airlines terminal and Mozart with props including switchblades, guns, and drugs, and waist-up nudity.

Opera, he says, "is the deep end of the pool, where we get real," and the top singers "take this and transform it into something beautiful ... things we care about most."

On Sunday, they included Hvorostovsky, the silver-haired native of Siberia listed by People magazine as one of the 50 "most beautiful people," complete with his rich, liquid voice.

Silja's 62-year career is marked by the thrill of her modern acting, plus a voice that carries a tradition reaching back to the late Wieland Wagner, the composer's relative and her real-life soul mate.

Mattila opened a recent Met season in Puccini's "Tosca," broadcast live to movie theaters worldwide in high definition.

The award to Sellars was presented by American bass-baritone Eric Owens, who played the general directing the World War II bomb project in "Dr. Atomic." Several years ago, the work drew a young crowd to the Metropolitan Opera that filled cheaper seats with their backpacks ? and enthusiasm for a cutting-edge opera as fresh as a Broadway musical.

"People come because it's about a subject they're interested in," says the 55-year-old Sellars. "Opera can be cool, with sheer American energy ? jazz, and an R&B bass."

With his surprising, sometimes shocking direction, "people at first didn't know what hit them," says Opera News editor in chief F. Paul Driscoll. "Now, we appreciate his work for its emotional truth."

My Thoughts:

The latest movie in the Love Comes Softly series is a bit of a twist in plot line. ?In previous movies, it was often the husbands that passed away, leaving the women to raise the children and take care of the homestead. ? The wife/mom passes away in this movie, so if you're looking for a film that doesn't make your mom cry, you might want to save watching this for the day after Mother's Day.

Even though I knew the plot ahead of time from reading the books and seeing the previous films, it still made me feel empathy for the characters. (The story of Clark and Ellen is a prequel to the first movie, Love Comes Softly, so if you like sequencing, you might want to start with Love Begins and work your way forward) ?The acting was very compelling and it showed how family leans on each other's strength in the midst of tragedy. ? Just because it's a great gift for mom doesn't mean that it's not a film for the whole family. ?Even my husband enjoys watching this with me. ?It has great family values and messages.

(AP) ? Danny Briere wasted little time in making up for his misstep.

Just minutes after having a goal overturned on review because he kicked it into the net, Briere scored the winner 4:36 into overtime, giving the Philadelphia Flyers a 4-3 win over the New Jersey Devils on Sunday in the opener of their Eastern Conference semifinal series.

"When you look at the replay, it's kind of obvious," Briere said of the reversal. "But I needed to stop pouting and get back my focus in overtime. I ended up getting a break."

He took full advantage, firing a slapper past Martin Brodeur for his seventh goal of the playoffs. Brodeur was screened in front by Philadelphia forward James van Riemsdyk.

"He has his ups and downs, but he just picks it up in the playoffs. And that's what matters," Flyers coach Peter Laviolette said. "He's a guy who consistently gets it done."

Indeed, no Flyer is as clutch in the postseason as Briere, who also scored in the second period and now has 106 points in 104 career postseason games.

"Is it pressure? I think it's fun," he said of playoff hockey. "When I have the opportunity, like I've had the past few years here, I try to take advantage of the opportunities."

Game 2 is Tuesday.

The Flyers took the series lead in their first game in a week after eliminating Pittsburgh in Game 6 last Sunday. The weary Devils, meanwhile, played their third consecutive overtime game after defeating Florida in Games 6 and 7 to win their first-round series.

"I thought we played real well in the first," New Jersey coach Peter DeBoer said. "We just couldn't keep it up."

The Flyers put a slow start well behind them in the third and completely set the pace. They used a tremendous forecheck to stave off the Devils and played with more life in their skates than a worn-down Devils team that had only a three-day break.

And then, there's Flyers forward Claude Giroux. The postseason's leading scorer got himself into the series in the third period, when he wound up from the circle and fired the puck high over Brodeur's right shoulder for a power-play goal and a 3-2 lead. It was Giroux's seventh goal of the postseason, perhaps living up to Laviolette's bold claim as, "the best in the world."

Veteran forward Petr Sykora wiped out the lead, though, when he raced past two defenders off a turnover and slipped the puck through Ilya Bryzgalov's pads for a soft goal to make it 3-3. It was his first playoff goal since 2008.

But Briere was the difference in overtime.

"I think," Laviolette said, "everyone expects it from him now."

After finishing fifth in the East, the Flyers stormed to a 3-0 lead against the Pittsburgh Penguins in the first round and held on to eliminate their in-state rival in six games. That series was viewed as being more worthy of a conference final because of the talent and the 100-plus point totals for each club.

The Devils, the No. 6 seed, topped 100 points, as well, and were out to prove themselves worthy of Round 2. And in the first period, they did. Of course, the Flyers helped, as they carried over from the opening round their trend of falling behind, and showed again they are at their best when playing with a deficit.

"Nobody liked the first period. The players didn't like it. I didn't like it. No one liked it," Laviolette said. "So, it was good to get through the first period, only down 1-0. And then for me, it started in the second period. We had the fire it took to be successful."

Jakub Voracek made a nice pass from along the boards to Briere and he busted free alone on the open ice for the breakaway goal in the second. Van Riemsdyk knocked in a rebound and gave the Flyers a 2-1 edge only 37 seconds later. Van Riemsdyk stamped himself as a franchise cornerstone last postseason when he scored seven goals in only 11 postseason games and earned a $25.5 million, six-year contract extension. But he scored only 11 goals in 43 games in a season derailed by a broken left foot and a concussion.

But Van Riemsdyk came to play in Game 1, perhaps spurred on by playing his home state team. The native of Middletown, N.J., was key on the winner as well, as he stood tall directly in front of a prone Brodeur as the winner trickled by.

"Van Riemsdyk definitely pushed my stick over when he came across," Brodeur said. "He didn't do it on purpose. He was just going in front of the net. I got my position there, but it prevented me from making the save."

There was no way that goal was getting a second look by the officials.

"They wouldn't do that twice in Philly," Brodeur said. "That's for sure."

Flyers fans who have suffered through decades of goaltending woes took great delight in chanting "Mar-ty! Mar-ty!" at the three-time Stanley Cup champion. Brodeur has faced the Flyers four other times in the postseason, winning twice.

Travis Zajac, who scored an overtime winner vs. Florida in Game 6, poked one past Bryzgalov for a power-play goal late in the second to tie the game. This all came from a Devils team that won a 3-2 double-overtime Game 7 thriller against Southeast Division-champion Florida on Thursday.

But the Flyers started the way they did the last two series against New Jersey ? by winning Game 1. They eventually won those series in 2004 and 2010, reaching the Stanley Cup finals in the latter.

Opposing Brodeur was Bryzgalov, who had two shutouts and won all three starts against the Devils in the regular season. He allowed one goal on 76 shots.

So much for the regular season.

The Devils never stopped shooting on the rattled veteran in the first period. They took the first 11 shots before the Flyers finally lobbed the puck toward Brodeur from the blue line.

The Devils are now 2-3 on the road in the postseason and this was their first loss in overtime.

"If we came in and lost 6-0, maybe we'd talk about adjustments," said Devils captain Zach Parise, who opened the scoring at 3:11 of the first off a feed from Patrik Elias. "We were right there. We had just as good a chance to win the game as they did."

Notes: Brodeur will celebrate his 40th birthday next Sunday when the teams play Game 4 of their series in New Jersey. ... Philadelphia is now 4-1 at home this postseason. ... Zajac leads the Devils with four postseason goals.

a common form of the disease. The identification of genes - Kiefit.com

Results from the largest genetic study of glaucoma, a leading cause of blindness and vision loss worldwide, showed that two genetic variations are associated with primary open angle glaucoma (POAG), a common form of the disease. The identification of genes responsible for this disease is the first step toward the development of gene-based disease detection and treatment. About 2.2 million people in the U.S. have glaucoma. POAG is often associated with increased eye pressure but about one-third of patients have normal pressure glaucoma (NPG). Currently, no curative treatments exist for NPG...

Photo package: Dreadlocks in at NFL draft

NEW YORK (AP) - With dreadlocks covering part of his face, Robert Griffin III couldn't keep his Redskins' cap on straight. Trent Richardson's Browns' hat sat all the way back on his head, tilting precariously over hair dangling below his shoulders.

Others, such as Richardson's Alabama teammates Mark Barron, Dre Kirkpatrick and Dont'a Hightower, tugged firmly on their new NFL team caps in an effort to get them to fit snugly over dreads - or locs, as they are sometimes called - that flowed nearly midway down their football jerseys.

Dreadlocks - or braids as is the case with Robert Griffin III - were definitely in style at the NFL draft on Thursday night, creating a few awkward and humorous moments as players strolled onstage at Radio City Music Hall, exchanged hugs with Commissioner Roger Goodell and did their best to keep new hats from falling to the floor.

Taking long hair to the football field could be a bit dicey, though, especially for offensive players trying to elude tacklers. There are no rules against pulling hair in the NFL. A player's hair that falls past his helmet is considered part of the uniform, and thus can be used to make a tackle.

If the first round of the three-day draft is any indication, there's going to be lot more hair to grab in the NFL this season.

Ouch.

According to the insiders,2011,because domestic commercial housing and land turnover tends to slow down, including deed tax,Real estate taxLand value-added tax, including various types of real estate tax increases have also been significant influence. The related tax to add fast glide, inseparable from the real estate regulation of specific background, and the real estate transfer revenue year-on-year reduction, retain revenue climbed steadily is the last major show.Tax revenue slowdownThe newspaper reporters access to the Ministry of Finance released data show,in 2011 the national tax revenue to complete 8.9 trillion yuan,a year-on-year increase of $1.6,an increase of 22.6%. Tax revenue growth has ?before tall hind low, quarter by quarter drop? trend, with the production and operation of related subject categories of taxes and rapid growth, with the automotive, real estate related tax growth rate dropped significantly.Experts think, this and purchase of a series of regulatory policy are inseparable, along with the regulation of the property market gradually into the deep water areas, local governments feel pressure will become more and more obvious.According to the Ministry of Finance issued 2011 revenue growth of structural analysis of the data, and real estate transactions are closely related to the deed tax, real estate business tax by quarter growth rate dropped. In 2011 the land value-added tax revenues 206251000000 yuan,an increase of 61.3%,than going up year of growth 16.3 percentage points.Central Plains Group Research Center Senior Manager Liu Yuan in an interview with this reporter that,by 2011,China?s real estate regulatory policy impact, national land leasing and commercial housing sales growth is slowing down, and the related tax revenue also cut. But the real estate tax revenue in the proportion is rising, but growth has slowed down.Investment consulting real estate industry researcher Yin Xufei said, the 2011 national real estate tax general performance for income growth slowed,in addition, due to the domestic commercial housing and land turnover tends to slow down, real estate tax is also affected to varying degrees. Due to the different categories of taxes and the link is put in bigger difference, popular consumer market influence degree is not a. Real estate tax growth rate of decline is not conducive to China?s real estate market healthy, sustained development.Tax act or introductionIn 2012,the real estate regulation will continue. Not long ago,Premier Wen Jiabao in ?government work report? already for this year?s real estate regulation set the tone,to ?strictly implement and gradually improve the curb speculation,InvestmentDemand policy measures,to further consolidate adjusting control achievement, promoteHouse pricesThe rational regression?. Can foresee, along with the regulation and control effect is shown ceaselessly, real estate tax can change.Vice president of the society of Chinese real estateChen GuoqiangThink,at present the real estate market regulation has been into the deep water zone, regulation of longer duration, greater market pressure. Along with the regulation of the property market will bring about a series of effects,to see both to curb speculative investment demand, curb the precipitous rise of housing prices in one side, also want to see to the local real estate tax bring obvious effect.Although the city has not yet announced in 2011 total tax income, but full of imagination. As the real estate tax by the commercial housing transaction volume effect, growth rate of decline is inevitable, and real estate tenure tax by commercial office property sales of rapid growth and rent rise substantially influence the appearance of a rising trend, but still could not resist the real estate tax increases down the big trend.?In recent years,in our country real estate industry growth drivers, real estate tax to the national tax revenue contribution is more and more important, and the proportion of always maintained firm in have add, even in the face of the global financial crisis in 2008,the domestic real estate market drops into trough, real estate tax ratio did not appear to decline. An announcement from the Ministry of finance data can be seen, the property tax, urban land use tax, land value-added tax and deed tax 4 tax increase of 26.8%,higher than the tax revenue growth. Moreover,4 taxes accounted for all tax revenue from 6.3% in 2010 to 8% last year.? Liu Yuan analysis.Yin Xufei believed that,if the control to continue, the future of real estate tax will decline, but decline after will gradually show a steady trend, but the related tax increase / decline range is not a. The future of real estate tax from the national macroscopic policy, national infrastructure construction pace, the consumer market influence. As everyone knows, the real estate tax system reform is this year the real estate market regulation measures. The tax on real estate market regulation, the developed countries have mature experience for reference. German Housing transaction levy high land purchase tax and capital gains tax, real phenomenon nearly extinct, house prices to maintain long-term low level; the implementation of Japan?s real estate tax and land tax, punctured the property market bubble, make the price from Crazy rational; the United States of America real estate tax is the main source of income of local government finance, some States accounted for than even higher amounts to 80%,effectively control speculation.?The NPC and CPPCCLater,on the real estate tax system reform can be heard without end,but were slow to have big movement. Fiscal Science Research InstituteLiu ShangxiThink, the current real estate market generally take the purchase of approach to problems, the first suite should be encouraged, but for many suites, large area of housing consumption, can use the means of taxation regulation, such as property taxes as the luxury tax, such consumers can play a role in restraining.Related comments that,in the real estate tax reform, not only to cover real estate acquisition, retention and transfer of the whole process, and should adopt a differentiated approach, the lower end of duty-free,ordinary commercial housing preferences,high-end implement progressive tax rate, excellent and is pulled big. To do so,not only can cure the chronic and stubborn disease of Chinese real estate, the world is also a policy innovation.Liu Yuan thinks, reform is a good reference. The present and real estate transactions related to the tax burden is heavy, holding the tax burden is light, allowing the market to investment and speculative buying large. Simply adding transaction link?s tax,not curb speculative investment reduction. As long as investors expected price increase over the burden of taxes,or to buy. So,should increase the holding tax while reducing the transaction link?s tax burden,so as to restrain investment and guarantee the rigid demand.
